Job Accountabilities / Responsibilities
1.Module Delivery Management

• Define module delivery strategy and oversee the full lifecycle of modules, ensuring alignment with contractual milestones and technical specifications.
• Conduct design reviews with engineering teams to validate module specifications (e.g., structural integrity, material compatibility) and resolve clashes during the whole process.
2.Budget & Cost Control

• Develop module-specific budgets (design, procurement, fabrication) and monitor expenditures to maintain costs within tolerance.

• Negotiate cost-saving measures with vendors and subcontractors while adhering to quality and safety standards.
3.Procurement & Supply Chain Coordination

• Lead procurement planning for critical module components (e.g., piping, valves, electrical systems), ensuring on-time delivery and compliance with technical requirements.
• Manage vendor performance (e.g., delivery timelines, defect rates) and enforce penalties for non-compliance.
4.Construction & Fabrication Oversight

Supervise module fabrication at shipyards or fabrication yards, ensuring adherence to HSE protocols and welding/assembly quality standards.
• Resolve on-site conflicts (e.g., resource shortages, design revisions) through daily coordination with construction team.
5.Schedule & Progress Monitoring

• Develop baseline schedules for module delivery using tools like Primavera P6, tracking critical path activities (e.g., lifting, commissioning) and mitigating delays caused by weather or logistics.
• Generate progress dashboards (S-curves, histograms) for weekly stakeholder reviews .

6. Quality Assurance & Compliance

• Implement quality control plans (e.g., NDT inspections, material certifications) to ensure modules meet standards.

• Conduct audits of subcontractors’ fabrication processes and documentation.
7.Safety & Risk Management

• Enforce HSE protocols (e.g., PTW systems, emergency drills) during module construction to achieve zero Lost-Time Incidents (LTIs).
• Perform risk assessments for high-impact activities (e.g., heavy lifting, offshore logistics) and develop mitigation strategies.
8.Interface Management

• Coordinate with cross-functional teams (engineering, procurement, commissioning) to resolve technical and logistical interfaces (e.g., piping, electrical tie-ins)
• Maintain interface registers to track dependencies and ensure seamless integration into other modules
9.Issue Resolution & Corrective Actions

• Identify deviations in module performance metrics (e.g., weld defect rates, schedule slippage) and lead cross-functional teams to implement corrective actions .
• Escalate unresolved issues to senior management with recovery plans to avoid project delays

Job Holder Requirement
Qualifications:
1. Bachelor’s degree in Mechanical/Civil Engineering or Project Management; Master’s degree preferred for offshore mega-projects

2. PMP Certificate
2. Native-level English ,excellent written and verbal communication skills in Business English and proficiency in Mandarin
3. Strong negotiation skills to resolve disputes with contractors and align stakeholder expectations
4. Advanced skills in ERP systems , P6, and data analytics tools
   Experience
1. 10+ years in EPC projects, with 5+ years in offshore oil & gas module delivery (FPSO, FLNG) and hands-on Water relevant modules experience

2. Proven track record in managing module fabrication projects valued >$100M USD, including integration and commissioning phases
