Summary
This discipline is responsible for providing thorough up-to-date preparation for effectiveness and leadership in the field of construction management projects. Responsible for the overall planning and control of a project, including planning, budgeting, developing, directing and coordinating activities related to the construction, scheduling and workflow of construction services and systems, as well as provides technical assistance to internal and external staff.
Responsibilities
Physical Demands and Working Conditions
• Some travel required.
•May require enrollment in the medical monitoring program, depending on client requirements, including annual physicals and drug screenings.
• May require 40-hour OSHA training.
• May require field work in outdoor conditions depending on type of client and project.
Comments/Other
The Construction Manager responsibilities are varied and generally will fall into any of six basic categories, depending upon the scope of the project to which the individual is assigned.

Management and Contract Administration
•Supervises and coordinates projects involving construction, alteration or large scale repair of buildings and structures.
•Provides supervision, coordination and inspection of work in progress for compliance with plans, codes, and standards and for compliance with schedules and deadlines.
•Schedules and coordinates all construction processes, including the selection and hiring of staff.
•Defines and implements construction phase communication procedures requirements.
•Develops a checklist for contract deliverables and monitor contractor compliance with contract requirements.
•Develops and implements a Construction Management Plan and procedures including but not limited to: Management and Contract administration, Document Control, Communication and Reporting, Cost and Contingency Control, Scheduling, QA/QC & Inspections/Testing, Risk Avoidance and Claims Mitigation, Closeout.
•Conducts weekly meetings to confirm progress, reviews issues and actions, quality and safety, and resolves questions.
•Obtains all necessary permits and licenses, and depending on the contractual arrangements, directs or monitors compliance with building and safety codes, other regulations, and requirements set by the project’s insurers.
•Defines job site MIS and time, cost and quality systems; procedures for retrieval and processing of information, as well as documentation requirements.
•Establishes procedures, document and log all RFI/Clarifications received from the contractor and the related response by the A/E. Works with the contractor to find potential solutions; monitors the response time of the A/E; reviews the A/E response for appropriateness; and notes any cost or time impacts.
•In conjunction with the architect, works closely with the general contractor and client’s facilities operations to implement commissioning requirements included in the contract documents.
• Coordinates and expedites as-built submittals and transmit to the AE/ Client for preparation of record documents by the AE.
• Documents submission, collection and assembly of operating and maintenance information.
• Implements contract requirements relative to record document turnover and retention.
• Establishes a tracking procedure for all closeout items.
• Implements and manages occupancy/start-up requirements.
• Prepares a Final Acceptance Report and Recommendation for the client.
•Receives from the contractor operation and maintenance manuals, warranties and guarantees for materials and equipment installed in the project, and coordinates reviews with the architect and the client’s facilities operations staff.
• Coordinates required equipment and operations training of facilities operations.
• Complies with IE accounting, contract and HR policies and procedures.
Cost Management
•Develops and implements an effective schedule of values for payments, change order control and evaluation system.
•Develops and implements an effective procedure for controlling, analyzing and evaluating cost of potential claims.
•Meets with the contractor on a monthly basis to review the contractor’s applications for payment.
•Reviews requests for changes to the contract time or price submitted by the contractor; assembles information concerning the request; analyzes the project documents and project activities to determine the cause of the requests; and makes recommendations with respect to acceptance or denial of the merit of the requests.
•Negotiates a change based on an independent estimate, if it has merit, and recommends a final price to the client.
•Manages material resources to obtain and use appropriate equipment, facilities, and materials.
•Maintains processes to track, project and monitor costs in order to stay within project budget.
Time Management
•Conducts a detailed analysis of the contractor’s schedule to determine whether the proposed schedule can be realistically achieved and to assess the overall status. This should include a schedule impact determination of suspension of work, concurrent delays, compensable and non-compensable delays, as well as a recovery schedule if it should be required during the course of a project.
• Conducts weekly schedule analysis of the contractor’s look-ahead.
• Defines procedures for management of schedules to avoid risks.
• Administers and understands Float, its use and legal implications.
• Prepares and uses change order fragnets.
Quality Management
•Oversees the delivery and issue of materials, tools, and equipment; worker productivity and safety; and the quality of construction.
•Monitors the project safety plans and implementation of safety plans for own employees, as well as that of contractors.
• Provides Field Inspection Services.
• Develops and implements the Construction Quality Control Plan (CQC)
•Defines contractors’ responsibility for quality and identifies when it is not being met, plus develop corrective procedures, and issues required notices of non-compliance.
• Monitors Contractor compliance with the quality level expected for the project.
• HR Management
•Works closely and proactively with HR for recruitment, selection, and performance management, including performance planning and evaluations, promotions, discipline and terminations.
•Manages, supports and evaluates each individual with the goal of achieving his or her maximum potential.
•Encourages and facilitates commitment, team spirit, pride, trust and cooperation within the organization and with customer groups.
• Safety
•Confirms that the contractor has prepared, and is implementing, a safety program as required by the contract documents.
•Maintains the safety of persons and property, as well as security of working areas and work materials.
