Job Accountabilities / Responsibilities
Daily HSE Operations Support

• Assist the QHSE Manager and Construction Manager in implementing and monitoring the project’s HSE management system, policies, and procedures.
• Conduct daily site inspections, risk assessments, and audits to identify hazards and ensure compliance with company standards, client requirements, and regulations (e.g., OSHA, ISO 45001/14001).
Compliance & Incident Management

• Enforce safe work practices (e.g., PTW systems, JSA/JHA) and ensure adherence to project-specific HSE plans.
• Investigate incidents, near-misses, and non-conformities; prepare root-cause analysis reports and recommend corrective actions.
• Maintain records of HSE inspections, training, incidents, and corrective actions.
Training & Awareness

• Deliver HSE inductions and toolbox talks to contractors, subcontractors, and project personnel.
• Support the QHSE Manager in developing and implementing HSE training programs (e.g., emergency response, hazardous material handling).
Emergency Preparedness

• Assist in developing and testing emergency response plans (e.g., fire drills, spill control, evacuation procedures).
• Act as a first responder during emergencies and coordinate with onsite medical and rescue teams.
Reporting & Communication

• Direct Reporting Line: Provide daily/weekly HSE performance updates to the Construction Manager (e.g., safety metrics, incident trends).

• Functional Reporting Line: Submit technical HSE reports (e.g., compliance status, audit findings) to the QHSE Manager for review and action.

• Liaise with client HSE representatives, subcontractors, and regulatory bodies during inspections.
Document Control & Tool Management

• Manage HSE documentation, including permits, MSDS, and equipment certifications.
• Utilize digital tools for incident tracking and compliance monitoring
Job Holder Requirement
Qualifications:
1. Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related field.
2. In-depth knowledge of HSE regulations (e.g., SOLAS, MARPOL, IMO) and industry standards (e.g., API, DNV).
3. Proficiency in risk assessment methodologies (e.g., HAZID, HAZOP, Bowtie analysis).
4. Experience with HSE software and data analytics. Familiarity with FPSO-specific risks (e.g., hydrocarbon processing, marine operations, confined spaces).
5. Extensive QA/QC project management experience from Engineering, Fabrication through to Hook Up and Commissioning.
6. Strong leadership and conflict-resolution skills to enforce HSE standards in high-pressure environments.
7. Excellent communication skills to engage multicultural teams and subcontractors.
8. Ability to prioritize tasks and escalate critical issues to management promptly
9. Fluency in English (written and spoken); additional languages are a plus for multinational projects.
   Experience
1 10+ years of HSE experience in offshore/oil & gas EPC projects, preferably FPSO or floating production systems.
