职位描述

We are seeking a senior cost manager to join our team. The position will be responsible for managing all costs and budget associated with building projects, from initial budgeting stage to final close out.

Responsibilities:
 Work with cost control team to fulfil the project execution from design, construction/installation to handover.
 Support Cost Director on updating overall cost / budget and payment strategy.
 Coordinates and prepares the cost estimates based on the project progress.
 Material and equipment market price enquiry and analyse.
 Bidding support including procurement plan tracking, contract award tracking etc.,
 Work closely with other team member to ensure all interface works are well managed.
 Manage the change order process, maintain a live change control register and update live to date budget accordingly.
 Evaluate the contractor’s change requests and prepare cost evaluation for authorisation by the client.
 Regular update the project cost report, includes budget allocation, cost forecast, payment, cash flow, etc.
 Payment management including payment review, application and certificate.
 Final state of account and contract close out.
 Necessary financial management support combined with project budget management.
 Support on commercial and budget control reporting, includes routine monthly reporting, contingency transfer, additional budget application, overbudget risk reporting etc.,

Requirements:
 Bachelor\'s degree or above in Quantity Surveying, Project management / engineering or equivalent
 Over 10 years of experience in cost management and commercial management as project control / PMO
 Multinational foreign enterprise work experience, overseas project experience
 Experience in R&D center, headquarters, campus, and large pharmaceutical project experience are preferred.
 Knowledge of project management methodologies, procurement strategy, budget control method at early stage and could support on high level reporting for decision making
 Strong in CSA field and possess a certain knowledge of MEP relevant works
 Requested for the candidate with good English skills (written and oral)
 Proficiency in using MS-Office applications
 Ability to troubleshoot and work independently as well as within a team
 Ability to work independently and within a team environment.
 Ability to support on organize and lead cost control team from beginning to close-out for budging, cost control, procurement, payment, final account and budget close
 Excellent communication and interpersonal skills.
